I just want a map where you can buy in cash on the street. The card should be able to pass the visa control CV for online purchases. Thank you in advance.

Not that I know, but you a debit card to your bank allows you to shop online. There's nothing like a prepaid credit card - as this is the task of credit (loan) losses.
It's quick and easy, and most banks, you can apply online if you already have an account with them.
You can always try to pay the charge card PAL. It is a Visa card, but the money would put him on points PayPal
